[Outdated] Riecoin Core 0.21

Please upgrade as soon as possible to ensure a smooth Soft Fork!
- Taproot has already been activated in Testnet;
- Mainnet activation starts on May 1. 0.21 nodes will activate the Soft Fork if 75% of the new blocks signal support for the Soft Fork during a window of a week (Bip 9 Activation), before June 15;
- 0.21 nodes will unconditionally activate at Block 1536768 (around July 1) if the Bip 9 activation fails.
